The project is a part of the national "Artificial Intelligence Development Policy until 2030." The Ministry of Digital Affairs will provide Lodz with technical and expert support, including access to supercomputers, data centres, and high-bandwidth infrastructure. The decision to include Lodz among the leading centres stems from the city's scientific, economic and technological potential.
The signing the letter of intent is a significant step for Lodz – we will join the ranks of leading artificial intelligence centres in Poland. By implementing the Polish language model PLLuM, we will not only improve city operations and communication with residents but also demonstrate how AI can truly support the city's development. This is proof that Lodz is capable of combining technology with people's everyday needs – underlines Mayor of Lodz, Hanna Zdanowska.
Generative AI isn't just about technology and hardware. It's also about the human element within this technology. And it's the human element that's increasingly lost in this rapid progress. And this is where I truly see our potential enormous contribution. We already have a generative AI team at UniLodz. It's an interdisciplinary team. Besides computer scientists, there are also philologists, lawyers and sociologists, because it's not just about using AI well; it's also about ensuring that AI doesn't exploit us – says Rector of the University of Lodz, Professor Rafał Matera.
By participating in the project, Lodz will not only implement new solutions but also co-create and test standards for their use in local governments across the country. This partnership with the government sees the city serving as a laboratory for practical AI implementations.
AI in the service of residents and officials
PLLuM is a tool that allows public administration to apply the power of artificial intelligence safely, legally, and in the language of Polish citizens. The model supports officials in their daily work – from summarising documents to analysing resident inquiries. For residents, this means easier communication with the office, shorter processing times and clear communication language.
We co-create solutions for the entire country
Lodz's participation in the project is a partnership – experiences and lessons learned from city implementations will be used to improve the PLLuM model and disseminate it to other local governments.

Lodz as a leader in the city's digital transformation
Lodz is consistently building its own AI ecosystem. The city is conducting an inventory of city data, developing an open data portal, and developing a City AI Policy compliant with the European AI Act. As part of its cooperation with the Ministry of Digital Affairs, the city will serve as a leading centre to test in practice how AI can support city office operations and communication with residents.
As part of cooperation with the Ministry of Digital Affairs, Lodz will act as a leading centre that will test in practice how AI can support the operation of the office and contact with residents.
The city proves that artificial intelligence can be a tool for development, not a barrier between technology and humans. A modern city is one that knows how to use technology – for the benefit of people, not instead of them.
